The first phase, estimated at ₹4,592 crore, will encompass a 3,800-meter runway and a 5,000- square -meter cargo terminal sprawling across 2,203 acres. Managed by Andhra Pradesh Airports Development Corporation Ltd. (APADCL), the project encompasses an International Airport, Maintenance, Repair, and Overhaul (MRO) facility, and an Aviation Academy. Noteworthy milestones include a Memorandum of Understanding between the Ministry of Civil Aviation and GVIAL on March 10, 2023, and an agreement with BCAS on April 6, 2023. Strategically located 45 kilometres northeast of Visakhapatnam, the airport is poised to bolster regional connectivity, spur economic growth, and boost tourism, emerging as a major hub for both domestic and international travellers under a Public-Private Partnership employing DBFOT principles.

The South Coast Railway Zone (SCoR), designated as India’s latest railway zone with its headquarters in Visakhapatnam, Andhra Pradesh, awaits formal establishment, despite the allocation of Rs 106.89 crore for its headquarters. Land allotment delays by the state government have impeded progress. The Railway Board has tasked the Central Administrative Officer (Construction) in Bhubaneswar with constructing the SCoR headquarters. Nonetheless, the state government’s failure to furnish the promised 52 acres of land at Mudasarlova has stalled the process. Responding to a parliamentary query, the Union Minister for Railways affirmed the preparation of a Detailed Project Report (DPR) and allocated Rs 10 crore in the 2023-24 budget for preliminary works. The East Coast Railway Zone has been instructed to proceed with surveys and layout plans. Additionally, plans to enhance connectivity between Visakhapatnam and Gopalapatnam with supplementary railway lines, sanctioned in April 2023, are underway. The establishment of this new railway zone is poised to substantially augment regional connectivity, fostering economic growth and development.

Trade unions and workers have steadfastly opposed privatization endeavours at Rashtriya Ispat Nigam Limited (RINL), overseeing the Visakhapatnam Steel Plant (VSP), India’s pioneering shore-based integrated steel plant, for the past three years. However, in March 2023, RINL’s expression of interest to address capital and material shortages rekindled privatization discussions, jeopardizing the livelihoods of over a lakh of VSP-dependent families. Amidst this, the high court has directed RINL to furnish land sale and privatization details, while the state government’s potential takeover plans are under scrutiny. Despite governmental endorsements for privatization, VSP’s workforce remains staunchly resistant, echoing broader resistance against neoliberalism. Established in 1982, VSP’s resilience against privatization reflects public sector valour. Its fate is pivotal in every election, notably in Gajuwaka, where its economic significance is intertwined with the ongoing privatization discourse.
